  • Overview

    The Chief Information Officer – Vice President (VP/CIO) will provide leadership to Neighborhood’s information system teams.  He/she will provide tactical and strategic direction to this function and will be responsible for the planning and execution of Neighborhood’s information system structure. 

    This VP/CIO will assess the impact of new business or changes to existing business (e.g., state mandates, regulatory changes, etc.) on the assigned functions and implement initiatives that will provide the necessary operational support to contribute to Neighborhood’s success in these initiatives. He/she will also identify dependencies on other areas of Neighborhood, and will work with peers to ensure that operations are aligned with corporate goals.

    The VP/CIO ensures that Neighborhood effectively and efficiently uses and plans for resources related to these functions and serves as part of corporate leadership team providing strategic direction and management for the organization.


    • Responsibilities include, but are not limited to the following:
    • Lead and ensure optimal efficiency of assigned functions
    • Provide vision & leadership in all aspects of IS management and operations to support strategic and annual goals
    • Oversee the development and maintenance of software, whether purchased or developed in-house
    • Evaluate and recommend technology solutions to increase organizational efficiency
    • Develop & maintain the short-term and long-term IS Strategic Plan in close collaboration with Executive Leadership and key business stakeholders, ensuring the IS capabilities continually support the organization
    • Responsible for assessing the impact of business changes on the IS function and responding with a plan that enables Neighborhood’s success implementation of key initiatives
    • Create, maintain and enforce written policies and procedures regarding all computer operations and the HIPAA Security program in the IS Department and throughout the organization
    • Oversee the development and implementation of the Business Continuation/Disaster Recovery Plan
    • Oversee the installation, maintenance and upgrading of all hardware used by Neighborhood
    • Owner of the relationship between Neighborhood and key IS vendors
    • Monitor proposed/approved changes to state and federal law, assess the impact on IS functions, and institute / coordinate changes as required to remain compliant with regulations governing Neighborhood and his/her assigned staff functions (e.g.: HIPAA, etc.)
    • Work with the Executive Management Team in the development and implementation of the strategic and annual plans
    • Management of departmental budget and expenditures, including ROI resource allocation, timeframes and success criteria for any identified projects
    • Departmental Planning:
    • Develop vision and strategy for assigned functions
    • Develop and implement work plans that are consistent and supportive of Neighborhood’s strategic and annual plans
    • Support and mentor Managers in execution of their respective work plans
    • Ensure that department/appropriate Neighborhood Policies and Procedures are maintained
    • Represent Neighborhood in appropriate committees or meetings
    • Build and foster active relationships with key stakeholders and business teams throughout Neighborhood to ensure alignment of IS goals to facilitate their success
    • Identify & drive operational efficiencies by changing and adapting internal systems & processes within IS and to support business stakeholders
    • Collaborate with business teams to define & prioritize new functional requirements for planned enhancements, upgrades or other new initiatives involving IS
    • Ensure continued delivery of information technology support through oversight of service level agreements with end users and monitoring of systems, programs, & equipment performance
    • Other duties as assigned

    • Assures effective oversight and monitoring of the performance of all applicable First Tier, Downstream and Related Entities (FDR) so that the services being provided are consistent with all contractual and legal requirements as well as company policies and procedures



    • Bachelor degree, and/or years of experience and background equivalent to this degree
    • 15+ years proven leadership skills and prior senior level management experience
    • Proven ability to build, develop, motivate & retain a progressive, high-performing IS department in a team oriented environment
    • Extensive managed care experience, and solid CMMI background experience
    • Solid background in SDLC
    • Ability to drive multiple concurrent & aggressive IS initiatives to connect mission, talent, processes & services
    • Significant experience in IS contract negotiation and vendor management
    • Strong customer service orientation
    • Excellent analytical and interpersonal skills
    • Excellent organizational and troubleshooting skills
    • Strong communication skills, both verbal and written with the ability to communicate technical concepts to both technical and non-technical audiences
    • Motivated achiever, effective at developing strategies and approaches to meet the requirements of Neighborhood’s short and long term goals
    • Hands-on professional capable of managing the IS Department, performing work individually, supervising a staff and interacting extensively with internal and external stakeholders


    • MBA or MHA degree
    • Experience in strategic planning
    • Proven ability to manage multiple projects simultaneously in a deadline driven environment
